    This position serves as a C-IED SME with a focus on Exercise and Operations integration within the Counter-Improvised Explosive Device (C-IED) Branch—Deputy Chief of Staff Engineers Directorate, US Army Africa (USARAF).  This position provides support to emerging / contingency operations, exercises and training, and to USARAF Theater Security Cooperation/Security Force Assistance programs.


    • Provide CIED/EOD related subject matter expertise within the USARAF Exercise program; provide critical input into exercise long range planning to include exercise scenario development, identification of critical enabler support requirements, and input to exercise support structure. 
    • Lead concept development, master scenario event list (MSEL) preparation, and execution oversight of CIED/EOD related activity within AFRICOM/USARAF multinational exercise programs. 
    • Assist in providing CIED/EOD input into operational plans and orders, Combatant Command/Service Component Command level campaign plans, and prepare operation order paragraphs and attachments that describe CIED/EOD operations. 
    • Assist in the preparation of CIED/EOD related theater security cooperation training event concept of operations for African partner nations and produce Army Service Component Command level operation orders. 
    • Assist in the management the execution of multiple security force assistance events to include logistic/travel arrangement coordination, theater entry requirements, and coordination with regionally aligned forces and numerous US Embassy country teams. 
    • Assist in the development of training support packages and programs of instruction used to train African partner nation forces in basic to advanced CIED/EOD skills and concepts. 
    • Produce staff papers, memoranda, and other written correspondence to respond to taskings and requests for information; manage documents within the USARAF Command Task Management System. 
    • Prepare and deliver presentations, key data, and timely analyses to senior officers and government officials. 
    • Operate independently, while effectively collaborating with applicable staff directorates within USARAF, AFRICOM, HQDA, applicable UN and NATO organizations. 
    • Conduct travel to the African Continent to participate in multiple exercise planning and development events.


    Security Clearance: Must have current DoD TS/SCI clearance 



    • Bachelor’s Degree with 10+ years’ experience preferred (or 10 years’ additional experience without degree).
    • Must be familiar with the Operational Design/Military Decision Making Processes, operation orders format and production process, C-IED operations/concepts, and providing recommendations and advice at the operational and strategic levels.
    • Must have experience preparing and giving presentations at the organizational senior-leader level. 
    • Experience in planning or preparing theater security cooperation events is desired.
    • Experience working within a brigade or higher level staff is desired.
    • Experience in conducting or participating in Army or other CJCS sponsored exercise programs is desired.
